How China’s Space Projects Are Prompting Greater Scrutiny Across South America

Governments across South America are taking a closer look at Chinese-backed space and scientific infrastructure projects as concerns grow over their potential dual-use applications, transparency, and implications for national sovereignty. Recent decisions in Argentina and Chile to halt or cancel major Chinese observatory initiatives reflect a broader trend: Advanced infrastructure once viewed primarily through a scientific or commercial lens is increasingly being evaluated for strategic and security implications.

The reassessment coincides with growing international attention to China’s rapidly expanding space infrastructure. A recent report by the U.S. House Select Committee on the Chinese Communist Party (CCP), Pulling Latin America Into China’s Orbit, argues that Beijing has established an extensive network of satellite ground stations, observatories, and tracking facilities around the world that support both civilian and military objectives. The report identifies at least 11 Chinese-linked space facilities — including ground stations, radio telescopes, and satellite laser ranging sites — across Argentina, Brazil, Bolivia, and Venezuela.

Argentina and Chile increase oversight

Recent development in Argentina and Chile illustrate how governments are applying greater scrutiny to projects involving sensitive technologies and strategically important locations.

In Argentina’s San Juan province, authorities halted plans to install the Chinese-funded China-Argentina Radio Telescope (CART) at the Carlos U. Cesco Astronomical Station (CESCO), a project that had been promoted as the largest radio telescope in South America. The review reflected broader concerns within the Javier Milei administration over transparency, institutional oversight, and the long-term strategic implications of China’s participation in critical infrastructure.

Chile reached a similar conclusion regarding the proposed Cerro Ventarrones Astronomical Observatory in the Antofagasta Region. after placing the initiative under review in 2025, the Ministry of Foreign Affairs ultimately canceled the agreement after determining that it did not comply with the country’s current legal and administrative framework. The project had also generated debate among security analysts over the potential dual-use nature of the technologies involved.

Argentine defense and security consultant José Javier Díaz told Diálogo that, while China presents these projects as scientific cooperation intended for peaceful research, many are managed by organizations linked to China’s military-civil fusion strategy and the People’s Liberation Army, making it difficult to clearly separate civilian and defense applications.

Dual-use infrastructure raises strategic questions

According to the congressional report, China’s overseas network of ground stations forms part of a broader architecture that enhances satellite command and control, supports deep-space missions, improves global tracking capabilities, and can contribute to intelligence collection and military operations.

In Argentina, for example, the report highlights not only the suspended San Juan telescope project but also the Chinese-operated deep-space station in Neuquén and China’s participation in satellite-related infrastructure in Río Gallegos, Santa Cruz.

According to Pucará Defensa, Beijing presents these initiatives as cooperation in disaster response, weather forecasting, satellite navigation, and communications, offering partner countries access to Chinese technology and launch infrastructure. Analysts warn, however, that such partnerships can increase technological dependence and reduce host nations’ ability to independently oversee how strategically important infrastructure is operated over the long term.

Díaz warned that China’s growing capabilities in space systems, telecommunications, and artificial intelligence position Beijing to expand not only its technological influence but also its geopolitical leverage through critical infrastructure.

Strategic infrastructure under greater scrutiny

China’s ambitions extend far beyond individual observatories. Chinese government-backed entities and commercial companies have proposed satellite constellations that could eventually total roughly 200,000 satellites, according to filings cited by DEF magazine. If realized, such networks would dramatically expand China’s communications, navigation, Earth observation, and space-based services while increasing demand for overseas tracking, telemetry, and control facilities.

Maintaining a space architecture of that scale requires not only launch capabilities and satellite manufacturing but also an extensive global network of ground stations capable of communicating with satellites in orbit, processing data, and supporting operations in real time.

The growing scrutiny of Chinese space projects reflects a broader reassessment of Beijing’s expanding presence in Latin America’s strategic sectors. As China continues investing in infrastructure with potential dual-use applications, governments across the region are increasingly evaluating how such projects could affect national security, technological sovereignty, and long-term strategic decision-making.
