Texas Adjutant General, Major General Thomas Suelzer, and Chief of the Chilean Army’s General Staff, Lieutenant General Rodrigo Pino, patrol the Rio Grande River using airboats to access Forward Operating Base (FOB) Eagle, in Eagle Pass, Texas. The Texas Military Department hosted a Key Leadership Engagement to enhance shared understanding of border capabilities and security strategies as part of the National Guard Bureau (NGB) State Partnership Program (SPP).Lt. Gen. Pino’s recent visit on August 28, 2024, underscores the core mission of the SPP. During this visit, Maj. Gen. Suelzer and Lt. Gen. Pino discussed border operations, boat and riverine tactics, deterrence operations, and tech integration, among other topics, focusing on enhancing interoperability by identifying shared challenges and implementing joint solutions.Established in 2008, the Texas National Guard collaboration with Chile has included a wide range of engagements, from maneuver operations to aviation and cyber subject matter expert exchanges.
