One of the biggest problems faced by troops and other crisis responders deployed to Haiti following the devastating earthquake that hit the capital, Port-au-Prince, in January 2010, was not the lack of humanitarian aid, but the lack of understanding of the situation, the particulars of the various actors involved, their capabilities and the status of their efforts. Tons and tons of rice, bottled water, and other goods were occasionally sent to regions of the country that did not need it.
