Capacity Building: includes articles on any bilateral or multilateral effort to reinforce a partner nation military's strengths. For example, any joint training effort, operation, exercise, seminar, etc. that shows the willingness of the United States to support its partners by sharing their knowledge and experience in certain areas that will make the partner nations better prepared to respond to their country's challenges themselves. These include medical readiness exercises (MEDRETEs), seminars, subject matter expert exchanges (SMEEs), or any joint learning effort among partner nations.

Chilean security forces maintain public safety after earthquake and tsunami
Shortly after the earthquake struck, the Chilean Navy’s Hydrographic and Oceanographic Service issued a tsunami warning for the Chilean coast. Security officials ordered the evacuation of hundreds of thousands of people from coastal areas.
Colombian and Ecuadorean authorities conduct tsunami evacuation drill
The First Colombia-Ecuador Binational Simulation Earthquake and Tsunami was held on Feb. 6, 2014. Authorities in the Colombian departments of Nariño, Cauca and Valle del Cauca and the Ecuadorian provinces of Esmeraldas, Imbabura and Carchi participated in the exercise.
