Strategic Axes: A New Concept of Security and Defense

Since the Confederations Cup, Brazilian citizens have been experiencing a new and broader idea of security and defense, where the Armed Forces, especially the Army, have an important role in both physical safety and defense, which became known as strategic axes. They are composed of 12 actions that include the protecting a wide spectrum of structures and implementing additional precautionary activities.

In the area of defense, the main goal is to protect the country’s strategic structures, such as telecommunications, energy, transportation, water resources and aerial space. For this purpose, they implemented actions to prevent cyber-attacks and protect aerial space, in addition to countermeasures in case chemical, biological, radiological and nuclear weapons are used.

With regard to additional actions for security, we must highlight the inspection of explosives, and patrolling maritime, river, and dry border areas, as well as preventing terrorist acts. Land monitoring and surveillance is supported by unmanned aerial vehicles (UAVs) that are manufactured in country, and are efficient tools to identify probable threats in event security.

A significant number of agents from intelligence agencies are also used to support security police actions in order to identify and neutralize potentially risky situations.

During international events, this concept is closely related to newthreats that rise with more complex characteristics, in a hybrid manner, and with the same technological power of many developed nations, generating significant vulnerabilities.

For instance, one such case includes cyber-attacks, cyber-terrorism, and cyber-espionage, theories that must not be discarded and may potentially generate great structural damages, especially due to our increasing dependency on interlinked systems with direct consequences to the population.

This system is being tested again with Pope Francis’s visit for World Youth Day, where approximately 15,000 troops are participating along with state security agencies, in the cities of Rio de Janeiro and in Aparecida do Norte, located in the state of Sao Paulo.

The vulnerabilities in this particular event are greater because it is being held in an open space, where anticipated protests may count on the participation of anarchists with pervasive objectives. This is the beginning of a new multi-dimensional doctrine that may be extended to other areas, such as the stabilization missions or while taking over territories following war operations.
